These are the basic rules of war in Age of Chaos:

1. You cannot attack anyone with less than 70% of the Land you have.
2. You can attack anyone with less than 80% of the Land you have for reduced reward.

Zone	Result
(landratio => 1.2 and NWratio >= 0.8)	Extra
(landratio => 1.2 and NWratio < 0.8)	Normal
(landratio between 1.2 and 0.8 and NWratio >= 0.7)	Normal
(landratio between 1.2 and 0.8 and NWratio < 0.7)	Reduced
(landratio < 0.8)	Reduced

3. Successful attacks will gain you up to 10% of your enemy's land (providing you have enough pockets)
4. More than three failed attacks on any one empire within two days will result in penalties
5. You cannot attack an empire that's in protection
6. You lose more troops if you attack with a lot more forces than your enemy has than if you attack with almost the same forces as your opponent.
7. You can find empires to attack by looking at the scores pages and the Enemies link.
